The procurement delegations of ’69 and of ’70 , were almost purely composed of unit personnel (except for someone from the מספן ציוד who was added to the delegation of ’69 and apparently did not add much).

If you look at the first link, the diagram of the structure of the Israeli navy (under the sub-heading: forces) shows the diffierent divisions of the Tel Aviv base of the Navy HQ. These divisions correspond to the divisions listed in Hebrew at the bottom in the 1st table under "מפקדת חיל הים".
Clearly, the "supply division" of the first link corresponds to the מספן ציוד of the second link.
