I'm not sure I understand what's going on, but here's an attempt.
we recommend: to avoid distorted competitive conditions, allocating the security charges for freight to passenger and cargo planes in the same amount.
Ausweisen: allocate, designate, show, list, report, disclose
Flughafenglossar deutsch - englisch
passagierbezogenes Sicherheitsentgelt - passenger-related security charge

: That makes a lot of sense as an interpretation - distributing costs equally between passenger & cargo planes to avoid distorted competition

The word "Ausweisen" has a number of meanings; this is the correct one here, I'm absolutely sure. If you look at a German restaurant bill (a little difficult for you, I have to admit!), you may see the term "MWSt. ausgewiesen", or similar. Equally, if you are looking for a second-hand purchase, you may see the expression "MWSt. kann ausgewiesen werden", or similar.
