I don't understand the whole phrase marked with asterisks, but the Aufgabenstamm has me particularly stumped.

"Multiple choice items consist of a stem and a set of options. The stem is the beginning part of the item that presents the item as a problem to be solved, a question asked of the respondent, or an incomplete statement to be completed, as well as any other relevant information. And the phrase in asterisks means (as I understand it), that you don't get any clues from the wording or format of the 'question stem' that would allow to guess or infer the answer with better success rate than the mere statistical probability of getting it right by chance.

What is a matrix test? Does one have to dodge bullets?
The solution/answer cannot be arrived at by guessing or by comparing task format or answer sequence, allowing XXX....

Call me dumb if you want, but please don't call me lazy, because I ain't.
You could possibly translate it as "question", even though it may not have a question mark at the end - it could also be a sentence with a word missing.
Raten means guessing, though I'm not sure about the rest of the text in asterisks.
