junior lecturer

I think.

New Indo-Aryan studies reached a high level thanks to the activities of Monika Boehm-Tettelbach (formerly Monika Thiel-Horstmann, Monika Jordan). She came to Bonn in 1969 as an academic assistant, became junior lecturer ("Akademischer Rat") in 1971 and continued as senior lecturer ("Akademische Oberrätin") from 1973 onwards. After her habilitation in 1976 she continued in Bonn, and from 1979 as extraordinary professor. Her main focus, partly in cooperation with Chopra, was on the research of the historical bhakti literature of Northern India and modern Hindi literature.

z.A. - zur Anstellung = candidate

Once you have passed the career development examination for the Upper Intermediate Service, you may, if you are considered suitable, be appointed as a “candidate for the post of Bundesbank clerical assistant” (“Bundesbankinspektor zur Anstellung”) and accepted into the civil service on probation.

4 KudoZ points awarded for this answer. Comment: "Thanks, Kim. I used lecturer (for better or for worse). I'v seen both jr. and sr.l. on Google, but mostly just lecturer. A Council is normally an assembly or body of persons, not an individual."

Academic Council

"The Academic Council is the administrative arm of the Assembly of the Academic Senates and acts in lieu of the Assembly on non-legislative matters."
