German to English Medical Medical: Health Care Austrian Health Care
In an article about Austrian health care, I came across this:

"Sein Gesundheitssystem ist im internationalen Vergleich zu bettenlastig und sektoral stark zersplittert."

Does this mean "bed-heavy" in the sense of too many people staying in hospitals (as opposed to...), staying there too long, etc.? The surrounding sentences claim that society is aging, cities are growing, one-person households are growing, and Austrian health care must adapt to these changes. But it's not clear to me exactly what is meant by this term. A Google search turned up one article that seemed to corroborate the hunch that it means "our hospitals are crowded".

Sorry, this version does not include the "zu", i.e. "focuses too strongly ..." (there may better ways to express this idea - I am not a native Speaker on EN)
