Die Buroraueme werden an Firma A umsatzsteuerpflichtig vermietet, mit der Vereinbarung, dass Firma A das Buero ausschliesslich fuer Umsaetze verwendet, die den Vorsteuerabzug nicht ausschliessen. Sollten dennoch Umsaetze getaetigt werden, die den Vorsteuerabzug ausschliessen, ist Firma A verpflichtet Firma B den Vorsteuerverlust auszugleichen.

which maintain company B's eligibility to deduct input tax

Whether or not company B is able to deduct VAT on the costs incurred for the office space rented to company A can depend on what the office space is used for - check section 15 of the German UStG, for instance.

A & Co's type of sales off the demised premises lose the landlords B & Co. input tax relief

Let's have another go at this.

B & Co. - registered VAT traders at the premises - let offices to A & Co. with rent chargeable to turnover/(Am.) sales tax.

A & Co., as tenants, have to sell input 'VATable' goods to reduce the landlords' output trading tax bill.

A & Co's sales of VAT-exempt or zero-rated goods will be non-deductible. So it has to cough up by 'equalising the tax loss' B & Co. suffers - I suspect by adding the German VAT rate back on to the disallowable sales.

I'm afraid my VAT doesn't go beyond 'in outline only'.
