Proposed translations
dialog screen or speech commands
There is a clear differentiation being made here between language and another form of input.
So dialog must refer to a "dialog screen" -> "Dialogfenster" in German, which is sometimes shortened to Dialog.

: Won't disagree but CL4 is a bit high for an unproven assumption. The German says über+und, not oder/zwischen. There's probably no distinct difference (see discussion). PS: voice commands + in MS use, mostly dialog box (unless full screen).

: Dialog and language are "almost" one and the same. Language is used for carrying on a dialog.

Discussion
"Freie Wahl der Prozessabwicklung über Dialog und Sprache"
Du wählst eine Telefonnummer an
Du sagst: Nummer anrufen // System sagt: Bitte Nummer ansagen // Du sprichst die Nummer im Einzelnen -> Dialog
Sprache (eher Sprachbefehle)
and not
"Freie Wahl der Prozessabwicklung über Dialog oder Sprache"
"Freie Wahl zwischen der Prozessabwicklung über Dialog oder Sprache"
Unless someone wants to tell me otherwise, it sounds like both are used here to allow you to process orders (or whatever) but it is not an either/or statement!
Again, I'll include the reference from below:

The link talks about Car IT Technology as in your question. It's basically a dialog system. But you can also just give voice (not speech) commands to the onboard computer, thus interrupting a call, etc.
I really have no other explanation unless there is some more information here :(
Because as Sebastian requested, I looked up the terms in relation to "Car-IT Technologie" as referenced in the question. It's the only close match I could find.
Maybe you could say whether you think I am right or not, Sebastian?

Would you agree that they mean "Sprachdialogsysteme" here? I think that's the only possible explanation. "Sprache" is just added because it's marketing :)
Actually, I see only one option: Do you see the "und" in between both words? It simply means both is used: voice commands and dialogs. "Freie Prozessabwicklung über" is separate from these two entries. By using voice commands and dialogs, you can initate any process you want.
