There is no correspondent fixed phrase for "3 Sekunden Gegenwart". The idea has been discussed in the Times article "MIND/BODY/HEALTH; TAKING LIFE THREE SECONDS AT A TIME" - which actually sounds good ("taking life 3 seconds at a time") if your intention is to translate a play title, like that of Claus von Wagner.
Otherwise, you can build an expression on the models of:

My guess is that Gegenwart means present, as opposed to Zukunft, and is a noun, but in this case it doesn't make any sense. I think Gegenwart is used as a verb although the word is capitalized, but used as a synonym for Anwesenheit, and like the usage: Deine Gegenwart ist nicht erwuenscht, or Befreie mich von deiner Gegenwart.
