"two arm" simply means there are two treatments (in a statistical sense) under investigation. Other studies might be "three arm"..."n arm".

I know, it seems to be "chic" today to use arm instead of (treatment or study) group, but I continue to emphasize this "altmodisch deutsche" way of saying it:
