Anyone know how these two differ? rastormozhennost' is listed as one of the symptoms (along with restlessness) of 'attention disorder'; zatormozhennost' is listed as a neurotoxic reaction to barbiturates.

If this has to do with psychiatric disorders, I think these terms are describing impulsive versus inhibited behavior.

Расторможенный: человек выходит за рамки "общепринятых норм" (без тормозов); заторможенный - апатичный, полусонный, подавленный ( отсюда и inhibition)
Поскольку барбитураты- препараты, обладающие снотворным действием, то реакция или превышение дозы могут выражаться в заторможенности.
Расторможенными люди часто бывают под действием алкоголя, наркотиков, когда снимаются "корковые ограничители",поведение не контролируется.
Расторможенный: человек выходит за рамки "общепринятых норм" (без тормозов); заторможенный - апатичный, полусонный, подавленный ( отсюда и inhibition)
