: I don't think so... It seems it is talking about a person, it's nominalizing the adjective in Spanish by adding the definite article. It doesn't say "inconformidad", which would be "non-compliance". That's what I think... Saludos.

Yes, and here it does appear to be some sort of an appeal, plus the word "inconforme" is often used in Mexico for "apellant". They also have a penchant for using a variety of terms for the same thing and in the same document, hating repetition as they do.
