I am unable to find a bilingual reference, but my research suggests that "host-read" radio ads come close to the description of "speak animateur" provided by the asker. As an avid podcast listener myself, I have heard dozens of ads read out by the host or presenter of a podcast or radio show. Lots of web pages discuss "live reads" (see links below), here is the Wikipedia definition from when it was first used in radio:
There is a broad range of choices for type and length of radio commercials. With changes in the radio industry and better production technologies, the mode of commercial presentation has changed, and commercial advertisements can take on a wide range of forms. The two primary types of radio ads are "live reads" and produced spots.
Cousin to the ad-libbed commercial, live read refers to when a DJ reads an advertiser's spot on the air, delivered from a script, fact sheet or personal knowledge. It can also refer to when the DJ "endorses" the advertiser's goods or services. : AFAIK, 'product placement' only applies to visual media. The emphasis here is on specifically the person doing it. / Your OFCOM ref. doesn't actually support your argument! In any case, this is not referring to any kind of product placement.

The title of the Offcom doc is "Brands to benefit from PRODUCT PLACEMENT in RADIO". So you stick with your "presenter promotion" if you want and we all hope he got a big raise !
