Yo siempre traduzco “Registrar General” como “Registrador General”, ya que sus atribuciones pueden incluir las de Registro Civil, Mercantil e Inmobiliario, como es el caso de Trinidad y Tobago, por ejemplo.
Puedes agregarle “y encargado adjunto de los registros”, aunque me parece redundante.
