: Main entry lacks type of facility, e.g., there are plenty of outpatient facilities that would not fall under this category. Your "another option" says it's a detention center, but one can be committed to an inpatient drug program and that is not detention

I'm not so sure I understand what you mean. "Penitentiaries and other court-mandated facilities" is a good option. As for "...detention centers," if it's problematic, there are several options available to avoid its use; the asker can decide for herself.

In English, you can commit someone to jail or prison, or to a mental institution. En español, se le puede encarcelar, conducir o ingresar a alguien a una cárcel o prisión, pero solo se lo puede "internar" en un hospital.

: The context is already clear. IMO >"Penitentiary institutions" sounds very strange; indeed, most of the hits on the first page of Google results appear to come from non-English-speaking countries. Usually they're just called "penitentiaries" (or "prison)

I agree that "penitentiaries" stands well on its own. But "facilities" needs a modifier since court-ordered facilities on it's own is broad and includes places not requiring "internamiento."
