Non-PRO Swedish to English Bus/Financial Law: Contract(s)

Hi again,

The following sentence appears at the beginning of a document describing a construction job, written as part of a bid invitation:

"För entreprenaden gäller även särskilda överenskommelser vid upphandlingen till denna handling."

I can't tell how "till denna handling" relates to the rest of the sentence: should it be parsed as

1) "gäller ... till denna handling" ("apply to this document"?)

or

2) "upphandling till denna handling" (not entirely sure what this would mean)

?

The problem with the first interpretation is that 1) I can't find many examples of the phrase "gälla till", and 2) the phrase beginning with "för ..." already looks like it could be the complement of "gälla"
