English to Korean: Simpler and sustainable income support system
Source text - English A properly functioning income support system should have an employment focus that encourages people to work to their capacity.
Reforms are required to simplify the architecture of the income support system to make it easier for people to identify their pathway to participation. The system should be easy to access and understand and able to be delivered efficiently and effectively.
The system should have adequate payments based on need that encourage people to prepare for and seek work where it is reasonable to do so. It should support people who are unable to work. It should feature fair returns from work, individualised requirements for participating in the workforce, and support services that build individual and family capability. It should be affordable and sustainable now and across future economic cycles.
Future directions
Future directions to achieve a simpler and sustainable income support system should involve a simpler architecture, a fair rate structure, a common approach to adjusting payments, a new approach to support for families with children and young people, effective rent assistance, and rewards for work and targeting assistance to need. These future directions are set out below, together with questions on which the Reference Group is seeking feedback.

향후 나아가야 할 방향
간소화되고 지속 가능한 소득 지원 체계를 구축하기 위해 향후 나아가 할 방향은 다음과 같다. 구조를 간소화하고, 요금을 합리적으로 조직하며, 지원액을 조정할 때에는 일반적인 방식으로 접근하되 어린이가 있는 가정을 지원할 때에는 새로운 접근 방식을 취하도록 한다. 동시에 임대료를 효과적으로 지원하고, 일을 하는 사람들에게 적절한 보상을 하며 지원이 필요한 사람들을 타깃화하여 지원하도록 한다. 피드백을 받기 위해 이처럼 향후 나아가야 할 방향과 관련 질문들을 아래에 정리하였다.
Korean to English: 저작권의 모든 것
Source text - Korean 저작권이란 시, 소설, 음악, 미술, 영화, 연극, 컴퓨터프로그램 등과 같은 ‘저작물’에 대하여 창작자가 가지는 권리를 말한다.
예를 들면, 소설가가 소설작품을 창작한 경우에 그는 원고 그대로 출판•배포할 수 있는 복제•배포권과 함께 그 소설을 영화나 번역물 등과 같이 다른 형태로 저작할 수 있는 2차적저작물 작성권, 연극 등으로 공연할 수 있는 공연권, 방송물로 만들어 방송할 수 있는 방송권 등 여러 가지의 권리를 가지게 된다.
이러한 여러 가지 권리의 전체를 저작권이라고 하는데, 이러한 저작권은 크게 저작재산권과 저작인격권으로 나누어 볼 수 있다. 저작권은 토지와 같은 부동산과 마찬가지로 매매하거나 상속할 수 있고, 다른 사람에게 빌려 줄 수도 있다. 만일 어떤 사람이 허락을 받지 않고 타인의 저작물을 사용한다면 저작권자는 그를 상대로 민사상의 손해배상을 청구할 수 있고, 그 침해자에 대하여 형사상 처벌을 요구(고소)할 수도 있다.
저작권자는 일반적으로 저작권을 다른 사람에게 양도하거나 다른 사람에게 자신의 저작물을 사용할 수 있도록 허락함으로써 경제적인 대가를 받을 수 있다. 이러한 저작권의 경제적 측면을 저작재산권이라고 한다.
또한 저작자, 예를 들면 소설가는 위에서 본 바와 같이 여러 가지 형태로 저작물이 이용되는 과정에서 그 소설의 제목, 내용 등이 바뀌지 않도록 하는 동일성유지권과 함께 출판된 소설책에 자신의 성명을 표시할 수 있는 성명표시권, 그리고 그 소설을 출판할 것인지의 여부를 결정할 수 있는 공표권을 가진다.
이는 저작자의 인격을 보호하고자 하는 측면에서 주어진 권리이므로, 이를 저작인격권이라 하여 저작재산권과 구분한다.
Translation - English Copyright is the right a creator owns for content he or she created such as poems, novels, music, paintings, films, plays, and computer programs.
For example, if a novelist published a novel, he or she has the right to reproduce or distribute his or her original script as well as the right to create other forms of content based on the novel such as film or translation. The creator also has performing rights and broadcasting rights to transform the work into a play or a TV show.
Copyright is divided into two types: property rights and moral rights. A copyright owner can sell, inherit, or lend to a third party as one could do with other properties like real estate. If someone uses a copyrighted content without the owner’s permission, the owner can demand compensation in a civil court, or request punishment in a criminal court.
In general, the copyright owner can earn money by transferring copyrights to a third party or allowing other people to use his or her copyrighted content. This economic aspect of the copyright is called property rights.
In addition, a copyright owner, a novelist, for example, has the right to maintain the identity of the content to keep the title or the plot of the novel in the process of reproducing the original to other forms of content. At the same time, the novelist has the right to indicate his or her real name on the published novel, and the right to exhibit and to decide whether he or she wants to publish the novel or not.
As these rights are given to protect a copyright owner’s moral rights, they are distinguished from property rights.
English to Korean: China meltdown to hurt wider economy: Credit Suisse
Source text - English Activity in China’s markets is likely to slow after this month’s spectacular stockmarket plunge, which Credit Suisse says will hit the powerhouse financial sector, in turn hurting the country’s broader economic growth.
A breakdown of China’s economic growth in the first half of the year showed that the country’s financial sector was “crucial” in keeping GDP growth at 7 per cent, according to Credit Suisse research analyst Vincent Chan.
The financial sector grew 17.4 per cent year-on-year, said Mr Chan, adding that if that rate had been normalised to its long-term average of around 10.4 per cent, China’s GDP growth would only be 6.4 per cent — significantly lower than the government target.
The Chinese government recently said GDP grew at an annual rate 7 per cent in the second quarter, exactly as expected. The official figures are often met with disbelief.
Mr Chan said the strong growth of the financial sector was largely due to the “vibrant” stockmarket, which saw turnover increase by 542 per cent during the first half of the year.
However, after July’s stockmarket crash, which at one point wiped around $US4 trillion dollars off the Chinese equity markets, Mr Chan said financial sector growth was set to weaken.

Korean to English: 백낙청이 인터뷰어를 자청한 까닭은 무엇일까
Source text - Korean 백낙청은 지난 2012년에 『2013년체제 만들기』라는 저서를 펴내며, 시대전환의 큰 원(願)을 세우고 대선승리를 통해 한국사회를 얽매고 있는 87년체제의 말기적 증상을 극복하자고 제안했다. 하지만 2012년 총선과 대선에서 민주개혁진영이 연이어 패배하며 새누리당 박근혜정부가 출범했고 새 정부는 거듭된 인사 실패와 공약 파기로 실정만 거듭하며 새로운 시대에 대한 국민적 갈망을 외면했다.
그러던 중 세월호 참사가 터졌다. “제때에 전환을 이루지 못할 경우 나라가 어떤 혼란과 난경에 빠지는지를 극명하게 보여준” 대참사였으나, 박근혜정부의 국정기조는 전혀 변하지 않았다. ‘세월호 이전’처럼 살 수 없다는 대다수의 외침을 들으며 백낙청 또한 더이상 가만있기 어렵다는 점을 깨닫고 오랜 침묵 끝에 「큰 적공, 큰 전환을 위하여』라는 글을 발표하며 사회적 발언을 재개했다. 이 책은 그 글을 기초로 하여 준비되었다.
지금 이 시대에 우리에게 요구되는 ‘대전환’의 과제는 무엇이고 그것을 실현하기 위해 어떤 준비를 할 것인가. 이것이 이 책이 던지는 핵심적인 화두다.
Translation - English In 2012, Professor Paik Nak-Chung proposed in his book Establishing 2013 System, that Korea should overcome the malady of the social system of 1987 that has been oppressing the society by having a new vision for societal change and winning the presidential election. However, the defeat of the Democratic Party in the general and presidential election in 2012 led to the launch of Park Geun-Hye administration. The repeated failures of appointments in the Cabinet and the breaking of the public pledge by the new administration proved nothing but its negligence towards the people’s aspiration for a change.
Then, Sewol ferry disaster happened. The disaster was a tragic example of how a nation could fall into the spiral of turmoil and difficulties when it fails to transform itself at the right time. Unfortunately, the administration chose to remain unchanged. After listening to people saying that they cannot live as if nothing had happened, Professor Paik decided to do something. He broke his long silence and again began to comment on social affairs starting by publishing the article Building up Merit for a Bigger Change. The article is also the foundation of this book.
The book addresses the question of what change we need to embrace in this era, and how we should prepare to do it.
English to Korean: After Volkswagen Revelation, Auto Emissions Tests Come Under Global Scrutiny
Source text - English There are differing priorities among regulators around the world. Europe’s regulations have tended to emphasize global warming emissions, while American regulation has put more focus on smog-forming pollutants, making it more difficult for diesel to comply. But those differences have been narrowing.
Many other countries follow regulatory developments in the United States and in Europe. India and China rely on old European emissions standards known as Euro 4 that were phased out by Europe in 2009, replaced by Euro 5 and then Euro 6 rules that have stricter limits on smog-forming pollutants.
S. Velmurugan, head of the traffic and engineering division at the Central Road Research Institute, an Indian government research body based in Delhi, said there had been an influx of Volkswagen cars in the past three or four years in India, some of them diesels. Volkswagen diesels still represented only about 1 percent of overall car sales in India last year.
But the Indian regulatory system to measure the quantity and quality of emissions produced by cars is widely regarded as flawed.
“If the software is coming as part of the engine, it is easy to pass the test,” Dr. Velmurugan said. American testing methods were “more rigorous,” he added. “Ours are not very good.”
In Brazil, which has also used European emissions standards as a model, Marcio Veloso, coordinator of emissions control at the country’s Environment Ministry, said the government would make an official request to Volkswagen to determine if the software was used on Volkswagen’s only diesel model in Brazil, a pickup truck.

After getting my bachelor’s degree in Korean and English Translation and Interpretation from one of the most prominent foreign language university in Korea (Hankuk University of Foreign Studies) I worked in a PR agency which had major international clients including Nike, Microsoft, and Intersil. Thereafter I moved to a governmental agency working on a project to to promote Korean literature in the world. After a few years, I decided to continue my education and successfully obtained my master’s degree in Advanced Translation and Interpreting from Macquarie University in Australia. Currently, I’m working as a freelance translator remotely.
