Source text - Portuguese De acordo com definição da Organização Mundial de Saúde, uma doença é considerada rara quando afeta 65 a cada cem mil pessoas. Apesar de não haver consenso quanto ao número exato, estima-se que existem entre cinco e oito mil doenças raras no mundo, 80% delas são de origem genética e afetam cerca de 8% da população mundial. No Brasil, estima-se que há 15 milhões de brasileiros com alguma doença rara. Boa parte dessas doenças não tem cura ou tratamento, apresentam quadros graves de morbidade e incapacitação dos sujeitos e, em alguns casos, conduz a óbito em idade precoce.
Neste sentido, um dos focos da pesquisa tem sido analisar como discursos, práticas e tecnologias relacionadas à genética no contemporâneo são apreendidos e confrontados por essas famílias, investigando como seus membros (doentes e não-doentes) desenvolvem, a partir desse evento e seu reconhecimento, ações em torno do controle e/ou manutenção da saúde, da família e sua reprodução.
Com o desenvolvimento da pesquisa, tomei contato com uma associação de pacientes com ataxia na cidade do Rio de Janeiro. Ataxia é uma forma de doença rara degenerativa que afeta os movimentos e a fala, causando progressiva paralisia do corpo e para a qual não existe cura ou tratamento. Há mais de 30 tipos de ataxia, algumas formas são adquiridas, mas a maior parte é causada por fatores hereditários, e eu tenho me concentrado nessas formas, especialmente na ataxia do tipo Machado Joseph (ou SCA 3) por envolver famílias. A doença geralmente se manifesta a partir dos 40 anos e tem graus diferenciados de evolução, não sendo a ataxia em si causa de morte, mas complicações decorrentes dela.
A partir do contato com essa associação também passei a me interessar pelos modos através dos quais famílias afetadas por doenças raras têm se articulando politicamente no Brasil na busca por tratamentos e assistência em saúde, construindo nesse processo relações com os sistemas biomédico, científico, jurídico e o Estado. Boa parte dos membros da associação que venho pesquisando são famílias oriundas das camadas populares, mas alguns deles possuem hoje condições econômicas que os colocariam entre pessoas das camadas médias, tendo acesso a sistemas privados de saúde, educação superior e com empregos formais na iniciativa pública ou privada.
Translation - English According to the World Health Organization (WHO), an illness is considered rare when it affects fewer than 65 in 100,000 people. Despite the lack of consensus as to the exact number, it is believed that between 5,000 and 8,000 rare diseases exist in the world today, of which 80% are genetic in origin, and affect 8% of the world population.* In Brazil it is estimated that 15,000,000 people suffer from rare diseases, of which a considerable part have neither cure nor treatment, show severe morbidity and incapacitating disability, and, in some cases, lead to premature death.
One of the foci of the research was to analyze how contemporary discourses, practices and technologies related to genetics are understood and confronted by these families, by investigating how their relatives (both ill and well) from the advent and recognition of the disease forward develop actions designed to control and/or maintain health, the family itself, and its reproduction.
As my research progressed I made contact with an association of ataxia patients in Rio de Janeiro. Ataxia is a rare form of degenerative disease that affects speech and movement and causes progressive paralysis of the body and for which there is no cure or treatment. Of the more than 30 types of ataxia, some are acquired, but the majority are caused by hereditary factors, and it is on these I have concentrated, especially the Machado Joseph type (SCA 3), due to its involving families. The disease usually appears in individuals over 40 and possesses differentiated degrees of evolution. Death is not caused by the ataxia per se, but as a result of complications stemming from it.
From this contact with the association I became interested in the ways that families affected by rare diseases have organized politically in Brazil, in the search for treatment and health care, and in the process of building relationships with biomedical, scientific, and legal systems, as well as with the State. A large percentage of the members of the association I researched come from lower social strata, although some of them today, given their improved economic situation, would figure among the middle class, thus benefitting from private health care, university education, and formal employment in the public or private sector.

A legislação arquivística surinamense está condensada em duas normas principais, as quais são identificadas a seguir bem como destacados seus principais aspectos abordados:
definições de arquivo, documento de arquivo, lista de seleção de documentos, arquivo corrente, arquivista, arquivista nacional, além de outros termos técnicos;
Atribuição da responsabilidade das instituições pública de gerenciar seus documentos arquivístico, preservado-os e dando acesso público, incluindo restrições quanto à sigilo;

Apesar disso, o que se pode perceber é que a prática arquivística na DNA ainda é muito incipiente. Há um plano de classificação, mas seu uso limita-se à área responsável pela guarda dos documentos, não sendo uma ferramenta de uso habitual dos produtores de documentos. Também não há uma política efetiva de avaliação documental, sem tabela de temporalidade institucional orientando a preservação, descarte ou transferência dos documentos à instituição custodiadora final.
Não foi observado o uso dos recursos tecnológicos como instrumentos de apoio à gestão de documentos arquivísticos, nem normatização de uso dos documentos digitais como suporte aos processos legislativos e administativos.
Translation - English Suriname´s Archives Law and its procedures follow the international trend to address broadly archival issues, including electronic documents (“digital records” in current nomenclature) and the management of information, and are not limited to the issue of national memory. Suriname´s archival legislation is condensed into two core standards, identified below with their main points highlighted:
glossary of technical terms, such as archives, records, list of selected records, current records, archivist and National Archivist;
responsibility of public institutions to manage, preserve and make accessible to their records, while maintaining the confidentiality of classified information;
rules for compiling the list of selected records, to be proposed by the Minister and submitted to various institutions, including the DNA, with an interest in the document-memory of the country;
specific rules on the granting of title of archives official, preservation of documents and selection lists would be covered in a Decree of State;
determination that archive records must to be organized according to a filing and classification plan (documentair structuurplan), approved by the National Archivist;
provision for public access to the records of the National Archives.
Legal prevision for creation, composition and rules of operation of the National Council of Archives (Hoofdstuk 2. De Nationale Archiefraad), consisting of representatives appointed by the Government with expertise in historical research, management of public and private documents, legislation, education, notary practices, as well as the National Archivist (Nationale Archivaris).
Explicit description and detailing of the activities of archival document management (Hoofdstuk 3. Zorg voor en beheer van archiefbescheiden van de overheid) as a matter for each producing institution. Nevertheless, it is clear that the archival practices of the DNA are still incipient. There is a classification/filing plan, but its use is restricted to the sector responsible for the storage of documents, rather than being a tool of habitual use by documents producers. There is no effective policy for document assessment without an institutional time table guiding the preservation, elimination or transfer of documents to the institution of permanent custody.
No remark was made on the use of technological resources as instruments of support in the management of archival documents, nor on the standardization of the use of digital documents as support for administrative and legislative procedures.

Source text - Portuguese O objetivo deste projeto é analisar a relação entre o associativismo indígena e o campo das artes étnicas na maior metrópole no Brasil, a cidade de São Paulo. Pretendo investigar como os membros dessas associações gerenciam a tradução de modalidades rituais de suas culturas para modalidades artísticas e performáticas, bem como a passagem de objetos sagrados para o formato de artesanato como estratégia econômica e instrumento de visibilidade política. Para tanto, a pesquisa deverá responder a seguinte questão: quais as modificações operadas pelas associações com relação às culturas indígenas na elaboração das performances e do artesanato disponibilizados no campo das artes étnicas em São Paulo, considerando a demanda existente neste campo por certo exotismo que estereotipa os indígenas e cuja representação principal, o museu, impõe o anonimato e a atemporalidade como condição de autenticidade (Clifford, 1999; 1998b; Price, 2000).
São Paulo é a maior e mais rica cidade da América Latina. Sozinha produz 12,26% de todo o PIB brasileiro e é sede de 63% das multinacionais estabelecidas no Brasil. Em 2000, a população da região metropolitana de São Paulo era de quase 20 milhões de habitantes (censo IBGE), sendo que 59.989 pessoas se auto-declararam indígenas, caracterizando a terceira maior população indígena do país. A maior parte desses indígenas migrou do nordeste do Brasil fugindo dos conflitos fundiários em suas aldeias de origem. Essa migração começou ainda nos anos 1940 e desde 1970 vem se fortalecendo e são esses migrantes e as gerações nascidas em São Paulo que formam hoje o grosso da população indígena da cidade.
No entanto, no último registro realizado pela FUNASA (2007), órgão público responsável pela saúde dos povos indígenas, existiam pouco mais de duas mil pessoas cadastradas, ou seja, apenas 3,6% da população indígena que vive em São Paulo tinha algum tipo de atendimento diferenciado no sistema de saúde. A fim de regularizarem seus direitos, os indígenas em São Paulo passaram a se organizar em associações. A primeira associação foi fundada em 1994 (Associação SOS Pankararu), mas nos últimos dois anos surgiram mais nove associações que formam o principal instrumento de luta política dos indígenas do nordeste do país que hoje vivem em São Paulo.
Essas associações foram constituídas pelo esforço de lideranças surgidas no mercado das performances e artesanato indígena. Assim, o campo de pesquisa será feito acompanhando as lideranças indígenas e os membros de suas associações nos espaços de mobilização política e cultural da cidade de São Paulo. Esses espaços são chamados na antropologia de arenas, denominação geral que se refere aos espaços de negociação e constituição de autenticidade dos conteúdos sociais. Estas arenas na cidade de São Paulo tornam-se disponíveis para as associações indígenas na medida em que estas contemplem as suas demandas pelo exótico cujo modelo é o do museu, que institui o anonimato e a atemporalidade como valor de autenticidade das culturas indígenas (Clifford, 1999; 1998b; Price, 2000).
Tendo em vista que em tais arenas os gestores principais são o Estado, as grandes entidades privadas, a mídia ou a igreja católica, minha sugestão teórica é pensar as relações históricas entre os povos nativos e tais atores sociais como caracterizada por uma relação de poder tal como o termo foi formulado por Foucault (1999; 2009). Para esse autor o poder não deve ser pensado apenas do ponto de vista repressivo, deve-se também levar em conta a positividade do poder. Ou seja, reconhecer que o poder não sendo meramente um monopólio do Estado e das “elites” se distribui e atua positivamente no corpo social ao constituir, incentivar, valorizar, categorizar e fazer funcionar a autenticidade de conteúdos, disposições e identidades diferenciadas, ampliando assim as distinções sociais e os quadros do aparelho disciplinar na sociedade atual.
Ao invés de pensar as performances e o artesanato indígena nessas arenas em termos culturalistas de sincretismo e assimilação, proponho substituir tais termos pela noção metodológica de tradução e pensá-los teoricamente como um processo de interculturalidade, tal como proposto por Néstor García Canclini (2005). O conceito de interculturalidade é uma noção processual que questiona as noções essencialistas de autenticidade, anonimato e atemporalidade demandadas às culturas indígenas pelo modelo do “museu”. Deste modo, com o conceito de interculturalidade proponho uma alternativa teórica para pensar as performances e o artesanato indígena em São Paulo considerando três aspectos principais: a) a interseção de várias agências no jogo do poder onde a tradução intercultural cria a ilusão de consenso; b) as estratégias sociais de negociação das autenticidades entre o tradicional e o moderno; e, c) a autoria e as reformulações laicas de modalidades e objetos rituais e a constituição de híbridos e de simulacros em arenas especificas.
Translation - English The objective of this project is to analyze the relationships between indigenous associations and the field of ethnic arts in Brazil’s largest city, São Paulo. I intend to investigate: a) the ways that members of these associations manage the translation of their cultures’ ritual modalities to artistic and performative ones; and b) the passage of sacred objects to the status of artisanal objects, as economic strategy and instrument of political visibility. My research will address and seek to answer the following question: What modifications do these associations make in relation to indigenous cultures in the development of performance and artisanship within São Paulo’s ethnic arts field, given the desire for exoticism resulting in the stereotyping of indigenous peoples, whose main representative, the museum, requires anonymity and atemporality as conditions of authenticity (Clifford, 1999, 1998b; Price, 2000)?
São Paulo is Latin America’s largest and wealthiest city. It produces 12.26% of Brazil's Gross Domestic Product, and it is home to 63% of all multinational corporations acting within Brazil. In 2000 the population of metropolitan São Paulo was almost 20 million (IBGE census), with 59,989 people declaring themselves “indigenous,” constituting the nation’s third largest such population. The majority of these migrated from their villages of origin in northeastern Brazil to escape land-based conflicts. This migration, which began in the 1940s, has seen marked increase since 1970, and it is these immigrants and their offspring born in São Paulo who today make up the bulk of the city’s indigenous population.
Just over 2,000 people were registered, however, according to the most recent survey conducted by FUNASA (2007), the public agency responsible for the health of indigenous peoples; thus, only 3.6% of the indigenous population living in São Paulo had access to special services in the healthcare system. In order to firmly establish their rights, indigenous people in São Paulo began organizing into associations. The first association (“Pankararu SOS Association”) was founded in 1994; in the last two years nine more associations have been founded, forming the main instrument of the political struggle of indigenous peoples from the Northeast now living in São Paulo.
These associations were formed through the efforts of leaders in the emerging market for indigenous crafts and performance. My research will be conducted by observing these associations’ indigenous leaders and members within spaces of political and cultural mobilization in São Paulo. These spaces are known as arenas in anthropology, a term that refers to the spaces of negotiation and the construction of the authenticity of social contents. These arenas become available to the indigenous associations, to the extent that they dialogue with the demand for the exotic, the model of which is the museum, which establishes anonymity and atemporality as values of indigenous cultures’ authenticity (Clifford, 1999, 1998b; Price, 2000).
Considering that in such arenas the principal managing forces include the State, large private entities, the media and the Catholic Church, my approach will be to treat the historical links between indigenous people and such social actors as characterized by a power relationship, as defined by Foucault (1999, 2009). For Foucault power must not be thought of only in terms of repression; one must also take into account the positive valences of power. In other words, one must recognize that power is not merely a monopoly of the State and “élite classes,” but is also distributed and acts positively on the social body, as it constructs, stimulates, valorizes, and categorizes the authenticity of contents, dispositions and differential identities, thus extending social distinctions and the framework of the disciplinary apparatus in today’s society.
Instead of interrogating indigenous artisanship and performance in these arenas in the culturalist terms of assimilation and syncretism, I propose to use the methodological notion of translation and theorize them as a process of interculturality, such as proposed by Néstor García Canclini (2005). The concept of interculturality is a procedural one that questions the essentialist notions of authenticity, anonymity and atemporality demanded of indigenous cultures by the model of “the museum.” Thus, I propose an alternative theoretical framework for understanding indigenous artisanry and performances in São Paulo, focusing on three principal aspects: a) the intersection of various agencies playing for power, where intercultural translation creates an illusion of consensus; b) social strategies for the negotiation of authenticity between the traditional and the modern; and c) the authorship and reformulation in lay terms of ritual modalities and objects, and the formation of hybrids and simulacra in specific arenas.

Source text - Portuguese O conceito de colonialidade do poder, forjado pelo sociólogo peruano Anibal Quijano, refere-se a um padrão de poder estruturado a partir de dois eixos fundamentais: por um lado, a codificação das diferenças entre conquistadores e conquistados na ideia de raça, por outro lado, a articulação de todas as formas históricas de controle do trabalho, de seus recursos e seus produtos, em torno do capital e do mercado mundial (Cf. Quijano, 2005). Neste sentido, a raça passa a ser o ponto de articulação e de estruturação do imaginário europeu constituído a partir do circuito comercial Atlântico, o que não exclui os elementos de classe tampouco nega os aspectos de gênero.
Noção fundamental trazida por Quijano é a ideia de que capitalismo e modernidade foram constituídos pelo colonialismo. Ou seja, modernidade e colonialidade são os dois lados da mesma moeda. Portanto, antes de pensar o colonialismo e o racismo, por exemplo, como desvios em relação à modernidade, o pressuposto de Quijano e do grupo de estudo da modernidade/colonialidade é que estes são elementos constitutivos da modernidade e do capitalismo, constituindo-se no seu lado mais escuro. Nestes termos, o racismo não é um desvio em relação à modernidade, mas um dos seus elementos constitutivos.
Portanto, é a partir da colonialidade do poder que emerge a diferença colonial, este espaço físico e imaginário onde as histórias locais que estão inventando e implementando projetos globais encontram aquelas histórias locais que os recebem” (Mignolo, 2003: 10). A diferença colonial cria situações em que se encena, do ponto de vista subalterno, uma reação ao discurso e à perspectiva hegemônica.
É neste espaço físico e imaginário que emerge o pensamento de fronteira (border thinking). Todavia, a diferença colonial não é um lugar passivo na modernidade e no capitalismo, em que os sujeitos coloniais simplesmente receberam os projetos imperiais, sem nenhuma reação. Inúmeros são os registros de resistência aos projetos moderno/coloniais, desde outras formas econômicas, religioso-espirituais, ecológico-cosmológicas, jurídicas, políticas, cognoscentes etc.
Da mesma forma como Paul Gilroy (2001) afirma que o Atlântico Negro emerge como a memória esquecida e soterrada pelo Atlântico Norte, ao longo de toda história moderna (que reporta ao século XVI) outras memórias e histórias, que levam em conta a duplicidade de consciência gerada pela colonialidade do poder, estiveram presentes. Esta duplicidade da consciência característica de quem viveu e vive a modernidade na colonialidade pode ser sintetizada na concepção de dupla consciência de Du Bois.
Translation - English The concept of imperial difference refers to the difference located among imperial nations. More specifically, Mignolo mentions imperial difference to refer to the process by which Portugal and Spain, nations essential to the development of modernity and capitalism beginning in 1492, were erased and silenced in the modern European imaginary. In the process of the invention of the West, the emergence of the Atlantic commercial circuit in the 16th century was erased. In complementary fashion a European self-representation was constructed (or was invented) founded on the Protestant Reformation, the Enlightenment and the Industrial Revolution. In other words, modernity and capitalism were formed as closed concepts, in that the conditions for their appearance were thought of as self-contained within European territory. Thus, the commercial circuit of the Atlantic Ocean, exploited by Portugal and Spain, has little significance in the European imaginary. On the contrary, Portugal and Spain constitute alterity in Europe, in that they did not experience the same transformations occasioned by the three named events: the Reformation, the Enlightenment and the Industrial Revolution. This erasure of Spain and Portugal within the game of imperial nations, results in the silencing of these nations in the intellectual and cultural production of modernity; Portugal and Spain come to be considered as irrelevant, not only in economic, political, and technological dimensions, but also in the field of knowledge production. One only has to remember that Spanish and Portuguese are not considered academic languages.
Another concept fundamental for Mignolo is colonial difference. This concept refers to the silencing, erasure and delegitimization produced by the coloniality of power.
The concept of coloniality of power, introduced by the Peruvian sociologist Anibal Quijano, refers to a pattern of power structured on the basis of two fundamental axes: on the one hand, the codification of differences of race between conquerors and the conquered; on the other, the articulation of all the historic forms of the control of labour, its resources and its products, as relates to capital and the world market (Cf. Quijano, 2005). In this sense race (which neither excludes the elements of class nor denies the characteristics of gender) becomes a point of articulation and structuration of the European imaginary founded on Atlantic commercial circuits.
The basic notion raised by Quijano is the idea that capitalism and modernity were constituted by colonialism. That is, modernity and coloniality are two sides of the same coin. Therefore, before thinking about colonialism and racism, for example, as departures from modernity, the presupposition of Quijano and of the modernity/coloniality study group is that these are constitutive elements of modernity and of capitalism, constituting their darker side. In these terms, racism is not a departure from modernity, but one of its constitutive elements.
Therefore it is in through the coloniality of power that colonial difference emerges, ‘this physical and imaginary space where the local histories that are inventing and implementing global projects meet those local histories that receive them’ (Mignolo, 2003:10). Colonial difference creates situations in which a reaction to hegemonic discourse and perspective plays out from the subaltern point of view.
It is in this physical and imaginary space that border thinking emerges. Nonetheless, colonial difference is not a passive space in modernity and capitalism, in which colonial subjects simply receive imperial projects, without reaction. The records of resistance to moderno/colonial projects are numerous, including diverse economic, religio-spiritual, ecologic–cosmological, legal, political, and cognitive forms, etc.
As Paul Gilroy (2001) affirms that the Black Atlantic emerged as a forgotten memory buried under the North Atlantic, throughout all of modern history (read: the 16th century) other memories and histories, which take into account the duplicity of consciousness generated by the coloniality of power, have been present. This duplicity of consciousness, familiar to those who have lived and are living the modernity of coloniality can be summarized in Du Bois's concept of double consciousness.

My name is Jesse S Wheeler. I was born in the US and have lived in Germany, Scotland, Kenya and now Brazil (since 1999). I speak, read and write English natively, Portuguese fluently, and German and Swahili moderately well. I have a PhD in Ethnomusicology, which combines social sciences, humanities, and arts, while my Bachelors was in Speech with a minor in African Studies.
My translating and interpreting interests are wide ranging. In my capacity as a coordinator of groups in Brazil and other countries, through my company Encompass Brazil International, I had been called upon to interpret consecutively and simultaneously on subjects as diverse as finance, sanitation, health, architecture, economics, industry, commerce, the arts, agriculture, food technology, and more. I routinely translate documents in the social sciences and finance for professors at Brazilian universities, though I have also translated research in medicine, contracts, web sites for bands, and more. For my own enjoyment, I translate poetry and songs.
I also work doing whisper interpretation for marketing research (telephone-based).
I freelance as voice-over talent for e-learning and hope to branch out to do literature. I used to work in radio and enjoyed that immensely. I have an Irish band, Tanaman Dùl, in which I sing and play concertina.
I am easy to work with -- I deliver material when promised, charge reasonable rates, and work with clients to find a solution to just about any translation challenge. I even assist, when requested, by revising texts to improve the final product, as I did with a sociology professor at the University of Brasília, who hired me to translate an article he was preparing for publication in an English-language journal.
