As far as I know, the height of the rows depend on the display size of the text inside the rows. There is no zoom function in Trados. However, you can set minimum and maximum font sizes: File > Options > Editor > Font Adaptation.

The width of the rows depend on how much horizontal space there is. The source and target columns can only ever be the same width, and as far as I know, you can't hide or disable either of the columns, so Trados forces you to always use just half of your available screen space.
