To me it is a little too quick to conclude that doctors wouldn't need the translation from English at all even if they read English literature.

Furthermore, most medical translations are ordered by government agencies or pharmaceutical/medical device companies, not by doctors themselves. It is mandated that some types of documents be always translated into Chinese in this regulated industry, and it doesn't matter if the doctors would choose to read the translations or their originals.
