So much for the response to the question presented. Explanation: In US law, the memo would not conclude this way, and this would seem awkward. In US the memo would probably say "Conclusion" and then state the opinion about the notary. Although the IT means "question received," in US legal EN it would be "question presented" which would also be a caption at the beginning.
